Compact

The Columbia River Gorge Commission was created by the states of Oregon and Washington through an interstate compact, the Columbia River Gorge Compact. The Gorge Compact is codified in Oregon at ORS 196.150 and in Washington at RCW 43.97.015. The Gorge Compact is identical in both states. Links to the states' codifications are below:

Washington Compact

Both states have also adopted other statutes to implement the Gorge Compact. In Oregon, look at ORS 196.105 -125 and ORS 196.115 -165. In Washington, look at RCW 43.97.025, 43.97.035, 35.63.150, 36.32.550, 36.70.980, and 90.58.600.
