Bowen has 30 years of experience working on Columbia River Gorge issues with a broad spectrum of parties. In the 1980’s, Bowen worked closely with Oregon and Washington Congressional delegations, Governors from both States and the Reagan Administration to draft and pass the Columbia River Gorge National Scenic Area Act; in the 1990’s, Bowen worked with Gorge ranchers and farmers, arranging the sale of conservation easements so their lands could remain in production; and in the 2000’s, Bowen worked with tribes to purchase burial grounds in the Eastern Gorge so families could protect and have access to the graves of their ancestors.
 
Bowen is a graduate of Yale University and Northwestern School of Law and is the author of several law review articles, including:  "The Columbia River Gorge National Scenic Area: The Act, Its Genesis and Legislative History," and "Native Americans vs. American Museums: A Battle for Artifacts."
